(United Press Association.—Copyright.) LONDON, 16th March. It is understood that negotiations in connection with the beam rates are delaying the opening of the service. Some British wireless authorities anticipate the development of a new class of social traffic between England and 'Australia from radiograms at special rates, which in the past have been impossible by cable. There is speculation regarding the extent of the commercial use of the beam, owing to the differences British and Australian times. It is pointed out that most Australian business men have left their offices when those in Britain are opening theirs, therefore there is less necessity for the speedy exchange of messages than in the case of the AngloCanadian service. ,
