"1 am surprised that you have not a by-law in Wellington prohibiting pillion riding. Such by-laws are in force even in the smaller towns," said Mr. J. H. Salmon', S.M., in the Magistrate's Court this afternoon, when he fined John \V. Baker £1 for dangerous riding. "As a' matter of fact," said Mr. J.
