The British are preparing to lay proposals before the Northerners as well s tho Southerners, arguing tliat as the Northerners had been prepared to act more moderately in the advancement of national aspirations and had not proposed the tearing up., treaties as in case of B'tne Southerners, that the Northerns must be granted all that has. been concede' Eugene Chen by Mr. O'Malley, Secretary of the British Legation. ■ ' While nothing official is obtainable on the point, it is believed, that it is proposed virtually t» give up the British concessions, as such, at Hankow or Tientsin, and substitute a sort of international settlements in which the Chinese will have a very largo voice on, the municipality. These" territories will become somewhat like the ex-Ger-man concessions, but apparently with safeguards regarding efficient running and as i-egards foreign representation on the councils.
