M. Boncour, explaining to the Chamber of Deputies Army Committee a Bill providing for the organisation of the nation in war time, which is part of the newplans fornational defence, emphasised the fact that despite the development of international solidarity and France's efforts for peace, war was still possible. It would not be merely a military campaign, but a war of nations, in which it would be impossible to distinguish soldiers and civilians. National mobilisation' would therefore include all active forces. In principle it would extend to both sexes.
