Tho rendlition of Shanghai's International Mixed Court to virtual Chinese control yesterday was an epoch-making change in the relations of foreign Powers with China. The change is regarded by foreigners with concern, amounting as it does to a wedge thrust towards the abolition of extra-territorial rights and yet. another Chinese diplomatic victory; over the Powers. Foreigners realise tliat ultimate rendition is inevitable. They believe that Chim is entitled to govern her own nationals, but they deary the Powers' concessions while the coatntry is convulsed with great internal disorder. It is feared that the Court willbe used for political ends, and that foreign litigants enter it under prejudice from the beginning. Further, it is believed that the Chinese extremists will not rest until the Mixed Court controls * all foreigners, which is but a step to the control'of foreign concessions. Foreigners are rapidly losing faith in Ministers ■who are fast stripping their nationals of the few remaining means ,of' projection without which residence in China -would become intolerable. :
