LUXURY OR NECESSITY?

Sir, —It is stated in Saturday's "Post" that the council is now building tramears with tho seats and backs upholstered in moquetto. What next shall we hear? Suroly passengers who have n seat of any description for several miles ride' for three pence are being treated well. I would suggest that if tho Tramway Department has money to spare it should build more cars of a plain type so that more peoplo may have seats of any description in tho morning and evening hour rushes. Then if there,is still money to burn, design some blinds that will really keep out the wind and wet from tho .open compartments. If this has not- exhausted the cash, lot some of the surplus be handed to tho general fund, so that a little more money might; be spared for such necessary works as street sweeping, street watering, and other hygienic and. comfort-giving measures. Those upholstered seats will certainly not conduce to healthy cars.—l am, etc., gAT.EPA.XEE,
