It is estimated that the unexpected swing of the miners' vote was the result of at least 100,000 being against the proposals. Mr. A. J. Cook, secretary of the Miners' Federation, declared that the future policy of the miners rested entirely with tho delegates at the conference on Friday. He added that the only thing certain is that the miners had overwhelmingly rejected the proposals. Miners' delegates, who have returned from the coalfields, state that they have discussed the situation, though there is an unofficial statement that it is known no recommendation will be made at to-morrow's conference, which will therefore be free to' pursue its own course. , '
