INCOMPLETE RETURNS
DEMOCRATS GAIN SOME SEATS
THE PBOHIBITION ISSUE,
(United Press Association.—Copyright.) (Received 4th November, noon.) NEW YOBK, 3rd November. The latest returns of the American Congressional Elections show that of candidates standing for the Senate 47 Democrats were elected and 47 Republicans. One result is still doubtful. Tor the House of Beprescntatives 194 Democrats have been elected, 236 Republicans, 2 Farmer-Labour, 2 Socialists, 1 Independent, while 23 seats are still doubtful. The Democrats have gained nine seats in the House, which in itself is hot dangerous, but it is likely to give the Western Eepublican insurgents the balance of power, if the number is much increased. Although the Democrats have failed to obtain a numerical majority in either House, they have gained seven Bepublican seats in the Senate, leaving another doubtful. They needed nine for a clear majority. This means that the small independent group of Eepublican Senators, consisting of Senators La Toilette, Blame, Frazier, Nye, Brookhart, Norris, and Johnson, will hoia the balance of power. They have voted Democrat as often as Bepublican on past occasions.
