The "Daily Mail's" Paris correspondent states that tho "Petit ParisienV Holland correspondent reports that a number of German monarchists and wealthy industrialists have arrived at Doom, and arq plotting for the exKaiser's return to Germany. They maintain that he is merely bound by his word of honour not to leave .Holland, and, if the circumstances compelled the breaking of his word, it would be entirely a matter for his own conscience.
