GENEVA, Bth June.

In view of the absence of representatives of Brazil and Spain from the Council, the question of its cone tosition can only be discussed privately. It ia rumoured that both countries feel, resentment, though it is expected an ultimate settlement will be reached on the lines of Viscount Cecil's proposals.

Viscount Cecil proposed that the next Assembly should elect nine nonpermanent members to the Council, three for a .year, and three for two years; thereafter three to retire yearly, the Assembly to reserve tho right to re-elect any, nation by a two-thirds majority.
