'' People plotting to form a mining Soviet are at the bottom of the troubles in the coal industry," said the.Duke of Northumberland, in a speech at Birmingham. "Other factors contribute, but the prime cause is the fact that three-fourths of the miners belong to an organisation aiming at the ruin of the mines in order to get them and auxiliary trades handed lock, stock, and barrel to themselves."
