v PARIS, 2nd November.. A Ministerial statement approved by Cabinet, to be read in Parliament today, deals principally with the financial situation. In addition to'the sinking fund, described by M. Painleve in his statement to the Socialist Leaders, regarding which an appeal is being made to patriotism, the programme includes the reduction of the military service to' one year and a reversion to the system of single member constituencies.
