GENEVA, 25th October. The Mandates Commission considered a memorandum submitted by a Dutch member on the question whether Article XXII. of the Covenant, of the League of Nations conflicts with the stipulations of the "I!" .md "C" mandate on the subject of tin? liquor traffic. It was decided Hint (he Commission should follow the terms of the Article oftiie Covenant, and Wiilcli Ihe Liquor lYalfie. Ihe Commission discussing e.x-enemy properties, agreed to Sir V. Luy.-iril's proposals that each mandatory should be asked whether any such estate were sold m- rolniiicd, whei'her (ho mandatory objected to their being sold by auction, and whether there were ex-enemy properties or businesses, other than lauded estates, and if so, how tlu-y enn be dealt with, l.he Commission completed its examination of Ihe Japanese report on the administration of ihe South Son Islands.
