At a Nationalist Congress, held in camera, the Premier dealt with tho ■native question. It is understood that ho advocated that seven Europeans should represent the natives in Parliament, and stated his intention to extend the franchise given in the Cape Province to non-native coloured residents to the rest of the South African Union. These proposals are very unpalatable to both the Free State and tho Transvaal.

The Minister of Finance dealt, with the proposed State bank, which ho strongly deprecated.
