LONDON, 4th September.
TJie Paris correspondent of "The Times" says that a scene occurred at the Universal, Peace Congress, sitting at the Sorbonne. The trouble arose when Herr Loebe, President of the Reichstag, who was to have spoken, declined because M. Herriot was not present. It was explained that his absence was unavoidable, but the German delegates alleged that it was: really because he did not want to participate in the conference with Dr. Loebe, on the ground that Dr. Loebe had declared in a speech in Vienna in favour of an Austro-German Union.
Feeling ran high, and it was feared that the Germans would withdraw—a step which might have affected far more important conferences. M. Demonzie, however, successfully intervened, and the incident closed..
