Political" authorities are disappointed by the London negotiations^ which they consider have not helped towards tho conclusion of a security pact such as Germany desires. ' The report that M. Briand and 'Mr. Chamberlain have agreed that Germany must enter the League of Nations unconditionally has caused a shock; so has the assertion that France may be permitted to wage war against Germany in certain eventualities; while the news that Poland and Czecho-Slovakia are likely to be invited to the eventual conference regarding the Pact is received with suspicion.
