SECURITY PACT ANOTHER CONFERENCE DISCUSSION PROCEEDING. (UNITED FBISI ASSOCIATION—COPMiaHT.) (ItlUTM'g TELIOIUK.) (Received 4th August, 1 p.m.) BRUSSELS, 3rd August. The "Etoile Beige" understands that conversations are proceeding through diplomatic channels between London, Paris, and Brussels, with a view to the possibility of a conference in which Germany will participate for the purpose of settling the question of the Security Pact, after the meeting of the League of Nations on 7th September. It is believed that the British and Belgian Governments favour the conference, but France is hesitant.
