THE DRAFT BILL
PROPOSED RESTRICTIONS. The' draft Bill submitted by the confereiico provides that the Dominion shall be divided up into districts, each under a local licensing authority, which 'shall have power to issue annual licenses. In doing so the authority may take into consideration the routes along which the licensed vehicles are to run, the amount of traffic available, and the other means of transport, if any, existing on the routes. It may require the licensees to confine their operations to particular routes, and may impose such other conditions as it sees fit. All licensed vehicles are to be subject to inspection by an official of the Public Works Department. Every licensee must insure himself against third-party risks for not less than £3000 in respect of each vehicle, with a maximum of £15,000, and the policies are to be deposited with the licensing authorities. The latter is empowered to refuse a license to any person whom' it deems unfit to hold one. In each district there is to be an appeal board consisting of a magistrate as chairman and four other persons appointed respectively by the Governor-General, the local authorities of ths district, the authorities owning tramways in the disI trict, and the bus proprietors.
