Viscount Kato was summoned and has completed his Cabinet, assigning the portfolios of Justice, Commerce; and Agriculture to the Kenseikai mem--bers, Messrs. Egi, Hayami, and ' Kataoka respectively. The other Ministers are as before, having been reappointed. The selection /fully accords with the expectations of the Press and' others, who are particularly scornful of the political manoeuvring of the Seiyukai, who, by breaking up the Coalition and immediately making overtures to the Siyuhonto,l gave evidence of their real intentions of bidding for power. Viscount Kato now has the opportunity to form a Ministry purely from the Kenseikai, retaining the former Ministers from that party. The Kenseikai is the largest party in the Lower House, but does not command an absolute majority.
