The Paris correspondent of "The Times" says that the mystery of what has happened to Abd-el-Kfim's reply to France deepens,- but it is considered that it does not greatly matter,, because he is suspected of a deep-laid scheme to outwit the French and the Spaniards. The latter have little time to organise an offensive afc present, and the hot season virtually prohibits active hostilities, so will the wet season, which is due in October. Consequently, if France and Spain want to crush the rebellion, it must be done in September.
Another difficulty arises from Abd-el-Krim's tactics He refuses a large scale attack, in which he might encounter a crushing defeat, and prefers to sit tight, knowing that he is thus giving his enemies a hard nut to crack. He is digging in, and preparing for a defensive campaign.
It is rumoured that Marshal Petain will advise the French Government that two complete divisions of regulars are needed. Such a step will certainly encounter political opposition, as France is in no mood for warfare on such a scale so soon after the losses of the Great War.. She does not want further casualties yet. ,
