TOKIO, 21st July. ( The latest official news from Seoul states that the water is rapidly subsiding, and communications have been partially restored. While officials adopt a conservative • estimate of the number of casualties, pending a detailed investigation, Press dispatches unanimously indicate that the loss of life is serious. 1 The "Nichi-Nichi," in particular, estimates the number of drownings in (Seoul alone at from 500 to 1000, with 50 more drowned in the neighbourhood of Fusan.
