The much discussed European Guarantee Pact proposal was explained in the House of Commons by tho Secretary of State for Foreign Affairs, who explained that there was in fact no treaty or draft of a treaty; all there was at present was a preliminary statement of what tho nations concerned felfc could be done. • The speech has been criticised in the Press, in some directions as too vague to be really informative. One newspaper condemns the proposal hotly, and describes the Pact as a, "treaty of death."
