UNION GOVERNMENT'S CONTROL.

A Bill for a new constitution for the Sonth-West Protectorate provides for an Assembly of eighteen, members, sis'of whom are to be nominated by the Administrator. The subjects permanently reserved by the "Onion Government include Native Affairs, Railways, Harbours, the position of Union Public servants. Customs and Excise, the Judiciary Posts and Telegraphs, Immigration, tanking and Currency, and Defence, inc. subjects temporarily reserved are Police, Civil Aviation, Education, Land settlement. Manhood suffrage for Sritish subjects is provided. The Union Government retains the right to veto any legislation. The Assembly will possess- wide taxing powers. English and Dutch will be official languages, but German will be permissible in the High Court.
