In the House of Commons, replying to Colonel Gretton, Mr. Baldwin said the arrangement for direct communication and consultation between the Prime Minister of Britain and the Dominions had not been discontinued. The announcement that it was intended to appoint a Secretary of State for the Dominions in no way- modified or conflicted with the desire which the Prime Ministers of the Empire expressed in 1918 for direct communication without the intermediary of the Secretary of State. The circumstances in which direct communication between the Prime Ministers occurred were clearly indicated, in the resolutions of the Imperial War Cabinet in 1918, which wero confirmed by tho conference- of 1921, and remained in force.
