GOVERNMENT FORCES IN FLIGHT. (UNITED PRESS ASSOCIATION.—COPYRIGHT.) (SYDXEf SOS CAELE.) (Received 18th December, 9 a.m.) ROMS,'l7th December. The Serbians state that Albanian" rebels, veterans of Wrangel's army", equipped with field guns and headed by the ex-Premier Zogu, carried out an at-' tack-in North Albania. A-similar revolt occurred in the South. The insurgents seized Scutari and surrounded the garrison, and the Government troops are flying in panic.
