CHANGES OF TEACHERS
NEW CLAUSE IN" EDUCATION
BILL;
A new clause inserted in the Education Amendment Bjll by the Education Committee of the Legislative Council was- discussed in that Chamber 'yesterday afternoon. . •
The clause provides that' except in special cases approved by the Director of Education on the recommendation .'of the board, and the senior inspector 'no person who has been permanently! appointed as a teacher to any position shall, before 31st December in the year immediately following the year in which he; was appointed, .be eligible for apj pointmerit' to another position. The Hon. M. Cohen, who 6trongly supported the proposal, said that the principle expressed in the clause had been endorsed by the Council of Education." It was. contended by some that it .would have the 'effect of breaking down the . grading! system, but those' who supported it could not see that it would' result in such' a manner but maintained that it was in the interests of the primary schools. The Hon. G. J. Garland supported the clause in the interests of the children, arguing that constant changes of teachers were wholly detrimental to the pupils. The. Director of Education approved of the proposal. The Hon. D. T. Fleming condemned the frequent changing of teachers, and said that all reasonable minds would support the proposal from the point of view of stability in the teaching staffs.. The Hon. G: M. Thomson also supported the clause. ■ .
The Bill was put through its final stages and passed with the amendments made by the Committee.
