GERMANY WANTS TO BUILD

BERLIN, 19th October. In a speech at Frankfurt-on-Main the Foreign Minister, Herr Stresemann- referring to the flight of the Zeppelin'Zß3 across the Atlantic, said he hoped Germany would be permitted to continue the construction of airships without restriction. He • declared that all the States represented in the Council of the League of Nations had declared in favour of Germany having a permanent seat on the Council, but a point still to be ■ discussed wa& that Germany could not participate in wars or' blockades under orders from the League so long as' she was the only disarmed State amid neighbours armed to the teeth.
