SOVIET TREATY

RATIFICATION POSTPONED.

LONDON, 2Qth October. - The "Djily Express" correspondent at Moscow states that M. Tchitcherin, the Soviet Foreign Minister, reporting to the Federal Central Executive upon the, Anglo-Russian Treaty, declared that if the British Conservatives were returned to power it would be likely to produce a world crisis, greatly affecting Russia. Some speakers advocated the rejection of the Treaty, and others supported its, ratification, as an insurance against the growing hatred of Russia. The correspondent, in a later message, says that the Central Executive- decided to postpone ratification of the Anglo-Russian Treaty, owing to the British elections, and instructed the Foreign Office not to make any further concessions to England.
