NEW GUINEA MANDATE
ALLEGED ATROCITIES.
GENEVA, 30th September. Referring to German New Guinea, Sir Joseph Cook said ho would return to Geneva for the second session of tho Permanent Mandates Commission, when the alleged atrocities would probably be considered. He did not anticipate now developments, because tho Commission was accustomed to expect similar allegations annually, and they by this time would perfectly understand that the atrocity charges were mado for tho purpose of propaganda.
