FOREIGN OFFICE ACTION
DELAY OFFICIALLY DENIED.

LONDON, 26th October. Tho Conservative and Liberal organs are making capital out of the apparent delay of the Foreign Office in answering the Zinovieff letter, but it is authoritatively _ pointed out that there was not the slightest delay between the receipt of tho letter and the dispatch of the British reply, having regard to tho time necessary for the consideration of tho letter and the steps to bo taken to deal with the situation. It is considered undesirable to stato the exact date when the British Government received the letter. The reply was previously submitted to Mr. Mac Donald, who fully approved of it, and thoro was no question of tho publication through another I sourco forcing tho hands of the Government. It has been learned that although the Nolo to M. Rakovsky was published whilo Mr. Mac Donald was absent, the Foreign Offico was aware of Mr. Mac Donald's determination not to allow subversive propaganda^ and accepting its authenticity, published tho Zinovieff lettor. '
