ONLY PRBLIMINAEY DISCUSSION, (Received 26th September, 10 a.m.) LONDON, 25th September. It is learnt on good authority in London that the breakdown of the conversations with Borlin are not regarded as final. The conversations were of a preliminary character, to enable the respective representatives to prepare a full report on the possibilities of drawing up • a final Anglo-German commercial treaty. Neither side had authority to pledge its Government to any particular course. Air. Henry Fountain, Assistant Secretary of the Board of Trade, went to fierlm last Saturday, merely to assist tho^ British Embassy. The conversations began on Monday and wore not expected to last more than three days at the outside.
