DISPARITY OF SEATS AND VOTES
CASE FOR ELECTORAL REFORM
HALF THE VOTES FOR SMUTS PARTY.

CAPETOWN, 22nd June.
The final voting figures show a remarkable disparity between the votes and the actual representation. TVe South African Party, with a minority of twenty-nine seats, polled' half the total number of votes. The Press urges that this makes a strong care for revision of the- electoral system.
It is understood that General Smuts wil resign on Monday.
General Hertzog's Cabinet •will consist of eleven members,' and a new portfolio will be created for Labour if the party consents to enter.
The Standerton election has been fixed for 16th July. The Nationalists have not yet announced what candidate will oppose General' Smuts there. Mr. Roos, chairman of the Transvaal Nationalist Party, has invited the Dutch members of the South African Party to join the Nationalists, on the ground that they are now nothing but the old Unionist Party.
