A copyrighted despatch from New York to the Baltimore "Sun" says that the late Woodrow Wilson's last political-, will and testament is a document of party principle and,policy to be laid by a group of his followers before the members of the Piesolutions Committee when the time comes to write the Democratic platform.
Dr. Wilson takes up, in the message, a position on foreign relationships for "straight-out and straightforward membership of the- United States in the League of Nations; abandonment of the farcical policy of unofficial observation; adherence of the nation to a permanent International Court of Justice under the League of Nations, with no nullifying reservations; and a liberal attitude towards Prohibition."
