CAPETOWN, Ist May. Much disappointment has been expressed at the British Government's decision in regard to the Imperial Conference preference proposals.

The "Cape Times" says: "The Dominions may be driven to make trade arrangements outside the Empire, which might ultimately mean a serious loss of markets to British manufacturers. Unless the House of Commons reverses its decision, the Budget may easily live in history as the Budget which dealt a farreaching and vital blow at the commercial unity of the Empire." "Onsland," a Dutch Government organ, states: "The step will lead to a reconstruction of the one-sided system of preference which has existed for the past twenty years."
