LONDON, 30th April. ; "The Times," in a leading article, says the Budget is quite obviously an electioneeriug document. It deplores the Government's refusal to confirm the Imperial preference resolutions, and says the Government will greatly regret any disappointment and inconvenience it may have caused the Dominions and colonies.

"The Conservatives at all events make it clear that they entertain a wider and loftier view of our Imperial obligations and interests."
