The Secretary of the Navy, Mr. Wilbur, and ■ the Assistant-Secretary _o{ War, Mr. Davis, appearing before the House of Representatives Military Affairs Committee, expressed approval of a significant measure which empowers the President in time of war to mobilise industry, capital, and labour, declaring that the experience during .the recent war made such legislation advisable. Mr. Wilbur said: "I favour the mobilisation of men, money, and materials in time of war. Any system that draws « distinction between blood and money is unwise." . . Mr. Hoover expressed the opinion that this would take the profit but of war. He added: " When it becomes evident that every person and all resources will \>a used we shall be less likely to go to war. Mr, Hoover suggested the enlargement of the President's war powers, giving him further authority to fix prices, wages, transportation "charges, and embargoes, thougli permitting him. to delegate such powers to the individuals' at the head of the various Governmental enterprises. ■' Mr. Davis declared that such power would render impossible speculation in munitions before the outbreak of war.
