Hoover, Secretary of Commerce, has informed Senator Capper that foreign monopolies, or trade combinations, potentially actually control the prices of distribution of at least 11 important commodities, of which the United States is importing annually 500 million dollars' worth, and paying "much greater prices than aro justifiable? These commodities are sisal, potash, quinine, tin, mercury, coffee, quebracho, nitrates iodine, crude rubber, and guttapercha', the four last-named commodities being under British control.

Mr. Hoover advocated legislation permitting American manufacturers to'combine for the purpose of securing better price conditions.

Quebracho is the bark of a Chilian tree used as a febrifuge and in bronchial complaints.
