DR. CHAPPLE'S MEASURE.

(AUSin.iLIAN-.NEW ZEALAND CABLE ASSOCIATION.) - LONDON, 15th March. Dr. A. W. Chappie (Lib.), Dumfries, supported by many Liberals, including Mrs. Wintringham,-is introducing a Bill inaugurating- an alternative vote, otherwise preferential voting,'at Parliamentary elections. The counting system is different from that in use in Australia. | All second and later preferences are distributed before any candidate- is rejected. The candidate then commanding a majority is determined by a method on averages, similar to that used in the finding of quotas under proportional representation.

Dr. Chappie is a New Zealander, and was. once a member of the Dominion House of Representatives.
