Anxiety. —A junior free place in a Technical college entitles a pupil to free education at a technical college for two years. Such a certificate may be issued to a pupil who laiis to gam a competency certiacate, perhaps through continued failure in one subject, but who showß ability, for vocational training, which it is cbnsidered desirable to foster.
