NEW YORK, 20th December. Horace Rnowles,. ot. the Ottoman* American Development Company, holding the Chester oil concessions in Turkey, says that failure- to obtain capital in America will mean that the Chester Concessions shortly will pass to a syndicate o£ London bankers, who are now assembling 5,000,000 dollars to acquire a controlling interest in Turkish oil.
