THE RESTORATION BUDGET.

(Received 21st December, 2 p.m.) TOKIO, 20th December, Bill providing for the reduction of the Restoration Budget was passed by the Lower House by a large majority. The newspapers anticipate that the Government will introduce the promised Suffrage Bill durin<r the forthcoming regular session of the Diet, and go to the country upon it. \ , Count Saionji's condition is at present not critical and the physicians are hopeful.
