HER DEBT TO AMERICA
SIGNIFICANT STATEMENT.

WASHINGTON, 6th December. What is considered to be; an important pronouncement regarding the French Government's attitude to the debt to the United States has been made by M. Paul Dupuy, the French Senator, who owns the "Petit Parisien," and is a close friend of M. Poincare.
M. Dupuy said that France has always kept her word and honoured her signature, and s^ie has never denied the debts. "Naturally, the question of reparations has somewhat complicated the matter, and we are unable to pay you now, because the Germans are not paying us. But France does not consider the German failure as freeing herself "'°ni her, debt to the United States." _ The statement is deemed to be highly significant, because it is known that M Dupuy conferred with M. Poincare speciiically to get instruction as to how to answer American inquiries concerning the French attitude on the debt question. Observers discern in it an intimation that 1< ranee will, ns the next step seek a debt settlement.
