"The Times's" Berlin correspondent states that Herr Jarres failed to form a Cabinet. President Ebert is therefore convinced that Coalition Government in Germany is at present- impossible, and sees there is only one possibility, the formation of a Government of experts anu business men. Resolved to subiu-ata personal and political 'considerations 'and put his whole strength into satisfying the needs of the country, he has reappcaled to Dr. Albert, who has accepted the task of forming such a Government.
