ABSOLUTE INDEPENDENCE
MR. BRUCE'S VISION OF EMPIRE.

LONDON, 6th November. At a dinner given by the Institute of Public Administration in honour of the Dominion delegates, Lord Haldane, presiding, envisaged an Empire of independent nations sending diplomatic representatives to London, and vice versa. Mr. Bruce (Australia) said that he believed that the Colonial Office fidly recognised that the times had changed, and the Dominions insisted on the position which they had achieved for themselves. He strongly condemned the idea of Empire federation and an Empire ParliumDut, which would be a ghastly mistake if it. .were ; attempted. .The Dominions insisted on their own navies being under thejir own control. The Dominions must * have absolute independence, combined with close-linked cooperation in the hour. ;.of ■ peril.
