(Received 29th October, 11 a.m.) BERLIN, 28th October: '■ The news from Paris of the formation of a Separatist Government is not taken seriously here. It is pointed out that Ministers have nothing to govern. BERLIN'; 27th October: Cologne reports state that the Separatist movement is fizzling out in numerous places in the Khineland. It stills holds ground at Aix-la-Ohapelle, Bonn, Duern, and Crefeld. The Belgians at Aix-la-Chapelle arrested 39, including 19 students. The French have proclaimed martial law at Bonn. •It is stated that the French High Commissioner has been ordered from Paris to acknowledge the loyalty of the Separatist movement. ■ A Paris correspondent states that a Khineland Government wae formed at Coblenza on 26th October, with Matthes as Premier and yon Wetzen as Foreign Minister. _ It has already discussed the question of a new currency, with the franc as a ■ unit. BRUSSELS, 26th October. The Khineland Separatists have issued a proclamation stating that a provisional Government has been constituted and has entered into relations with the occupation authorities for a settlement of the questions concerning public order.
