BRIDGE HAS BEEN CREATED,
26th October. It is semi-officially announced that >jM- Poincare, previous to the publication of the Hughes-Curzon correspondence,, "had informed Mr. Hughea that he would accept an international commission of experts to determine Germany's capacity to pay, but they must be named by the Reparation Commission. The British Government has not yet accepted this Teature, but observers here, commenting upon the Paris reports that France and Italy officially announce the acceptance of the Hughes plan, declare that an economic conference is now probably assured, and iill tile smaller differences existing between the various Powers will •shortly be ironed ■ out. Official ch-cles in Washington consider that a bridge has been created in the European reparations negotiations of such a nature as may lead eventually to a practical plan of adjustment. This view is expressed after French conditional acceptance of the British suggestion for a commission of experts, communicated informally to the State Department.
