SPEAKING FOR THE DUMB

It is now thirty years' since the Wellington Society for the Prevention of Cruelty to Animals commenced operations. The value of the work done is proved by its continuance. A movement based upon a passing fad or shallow enthusiasm could never have stood such a test of time. But public. opinion has recognised that the Society, in acting as spokesman for the animals which are dumb, is performing a valuable service in a civilised community. No mere record of prosecutions and convictions for cruelty would show the measure of work performed. The Society is an organisation for the preventidh of cruelty, not for its punishment alone. Fewer prosecutions betoken successful work rather than unsuccessful, since the diminution of offences indicates that the public is becoming educated in humane treatment. Supporters of,the Society should bear this in mind when they feel inclined to withdraw their support believing that it is no longer needed. Cruelty now may be a rarer occurrence than it was thirty years ago; but the Society is still needed-to encourage all people who are naturally disposed to be kind and to keep before others the warning that if they will not be persuaded to kindness means are at hand for their punishment. •
