EMERGENCY MEASURES
BERLIN FACES SITUATION.

s . BERLIN, 23rd September. It is semi-ofncially stated in connection with the threats from different quarters against the German Government, that a conference yesterday of Herr Ebert, President, the Chancellor (Herr Stresemann), the Ministers 6f the Interior and Defence, and the, Comman-der-in-Chief, General Yon Seeckt, decided on measures to nip all such attempts in the bud. '
Government circles are agreed that necessary measures should be taken immediately to oppose, any possible attempt to upset the power of • the State and secure for the' Government all resources that it may require. Representatives of the occupied territory, particularly the Ruhr, meet at Berlin at the beginning of the week in order to participate in discussions with the Imperial Government and; the Presidents of the German States in regard to the question of the cessation of passive resistance in the Euhr. The Imperial Government will then give a decision as to the results of the discussions. Authoritative quarters are convinced that resopnsible circles in France must realise that, without the, restoration of .German sovereignty and normal conditions of freedom of labour, a full return early to productive activities in the Euhr is impossible. ' Thus the Government's decision will not an any circumstances imply a capitulation whereby the Rhineland and the Ruhr will be given up.
