I Ths tenacity and resolution of the: Japanese peopls in the task of rebuild--ing a larger and better city is clearly evident. New habitations are springing up throughout the municipality, though the tremors continue to make wooden buildings creak and brick and steel structures tremble. The modern buildings that escaped fire are being repaired as fast as possible. Those beyond repair are being dynamited' to clear the way.

Water and rice are being distributed throughout the city by relief workers in wagons, which move from quarter to quarter in regular rounds.. The universal custom of bathing is not abandoned by the natives, though water is scanty and privacy often difficult.

Soldiers with ' fixed bayonets are sprinkled everywhere as signs of law, though there is little need for their activity. The majority of the troops are engaged on electric and telephone repairs. The wharves are still crowded with Japanese and foreigners, who are being evacuated continuously. It is esmated that more than a million Japanese have left Tokio and Yokohama since the disaster.
