GARRISON OF MADRID
GUARANTEES TO KEEP ORDER.

(Received 14th September, 2.30 p.m.) MADRID, 13th September. •It is learned from an authoritative Ministerial source that a document has been distributed among the garrison in Madrid declaring that the Government has lost all public confidence, owing to its immorality, corruption, and disastrous policy in Morocco. The Captain-General of Madrid, General Cobos, summoned to Cabinet, gave an assurance that the garrison of Madi-id was ready to guarantee the maintenance of order.
